Bright Data charges based on the number of IPs and the amount of traffic. ISP proxies allow for country-level targeting. Their ISP proxy network includes three plans:

  1. Shared (pay-per-GB) – Rotating pool of up to 10,000 proxies billed at $18.75 per GB of traffic.
  2. Shared unlimited – A fixed set of shared IPs (you share each proxy with other customers) for $2 per monthly IP.

Webshare offers three tiers of ISP proxies—shared, semi-dedicated, and dedicated. Semi-dedicated proxies share each IP with no more than three clients, while dedicated proxies give you sole ownership, and shared proxies are split among multiple users. Every tier can be run in static mode or rotating mode (you receive a new IP on each connection).

Decodo offers both shared and dedicated ISP proxies. Its traffic-based proxies operate across 10 countries with locations assigned randomly, while IP-based plans let you choose your country. You can also customize the bandwidth allocation for any plan you select.

Oxylabs sells self-service ISP Proxy IPs that can be shared by up to 3 users and dedicated ISP Proxy IPs. Shared static residential proxies are available in the United States and France. With each new request, the ISP proxy provider automatically assigns users a random IP from its proxy list.

NetNut’s ISP proxies offer sticky sessions, which keep the same IP address until you disconnect, and rotating sessions, which generate a new IP on every request. You can also target a specific U.S. state or city. Pricing is based on traffic volume; NetNut does not support pay-as-you-go billing.

What is an ISP proxy?

An ISP proxy (often called a “static residential” proxy) is a proxy server type that routes your web requests through IP addresses assigned by Internet Service Providers (ISPs). ISP proxies can be either:

  • Static (sticky) ISP proxies: You hold the same IP until you disconnect.
  • Rotating ISP proxies: You either get a new ISP IP on every request or opt for short sticky windows that rotate automatically.

How static residential proxies work

  • How the IP looks: The address belongs to an Internet provider, so websites assume it’s a household connection.
  • Where the traffic exists: Hosted in a data center, no phones or laptops involved.
  • Rotation: The IP stays fixed (static); most vendors enable users to refresh IP addresses on demand.
  • Shared vs dedicated: They can be dedicated or shared.

Cost and Coverage Limitations of ISP Proxies

Higher cost

While pricing can vary depending on the provider and features such as rotation or location targeting, ISP proxies are generally significantly more expensive than datacenter proxies. Their higher cost reflects the complexity of sourcing IPs from ISPs and maintaining long-term leases, making them less cost-effective for large-scale or budget-sensitive operations.

Limited geographic coverage

ISP proxies are tied to specific server locations leased from residential ISPs, which limits their availability across regions. Most providers do not offer city-level targeting, and in many cases, you may only gain access to a few major cities or countries.

Datacenter proxies

  • IP ownership: Blocks belong to a hosting or cloud ASN (e.g., AWS, Hetzner).
  • How they look: Instantly recognized by most sites as datacenter traffic, so they draw the heaviest scrutiny.
  • Performance: Fastest speeds and lowest latency because everything stays inside a data-center network.

ISP proxies

  • IP ownership: Blocks are registered to a retail Internet Service Provider (Comcast, Deutsche Telekom, etc.).
  • Where they run: Your traffic still exits through the proxy vendor’s rack in a datacenter, but that rack “announces” the residential subnet on the ISP’s behalf.
  • How they look: To a target site, they read as a residential connection, yet you keep datacenter-class speed and stability.

Residential proxies

  • IP ownership: Same consumer-ISP ASNs as ISP proxies.
  • Where they run: Each request is tunneled through a real end-user device (laptop, phone, router) currently online.
  • How they look: The website sees a genuine household IP with the highest trust, but speed and availability depend on each peer, and the IP usually rotates frequently.

  • Datacenter proxies: Stay on the same IP until you manually swap it.
  • Residential proxies: Rotating by default
